Future contracts will be subject to separate tendering or request for proposals processes and awarded through various procurement mechanisms and tools made available to DCC. Open competitive tenders or requests for proposals may be advertised on MERX and CanadaBuys if they meet applicable trade agreement thresholds. Invitation-only source lists include the Open Construction Source List (OCSL) and various Quick Response Tender (QRT) source lists for lower dollar value projects, which are currently open and available for application via MERX. Source lists may be established for professional services such as architectural and engineering or environmental services, and contracts may be negotiated one-on-one with source list members based on a provided Statement of Work. Standing Offer Agreements and Standing Offers may also be used for services or construction. Interested contractors and consultants should assess their capacity and begin the security clearance sponsorship process through DCC’s Industrial Security Program if required, as holding or obtaining the necessary security clearances will be mandatory for contract award. Some projects may be reserved for Indigenous businesses in accordance with the Procurement Strategy for Indigenous Business (PSIB). Contractors and consultants should download from MERX the list of anticipated projects and follow instructions to apply to relevant source lists. A MERX account is required.
