The scope of the Modified Design-Build contract includes the design and construction of six new one-storey base headquarters buildings to replace the existing headquarters at 5th Canadian Division Support Base (CDSB) Gagetown. Each building will be configured for office administration, have a total gross interior area of about 1,500 m2, and an exterior site of about 2,200 m2. Each building will include 57 open cubicle workspaces, 16 enclosed offices, three meeting rooms, an operations center, a lunchroom, and code-compliant washrooms. All administrative areas must meet GCworkplace Fit-up Standards, with possible reasonable deviations as aligned with existing ADM(IE) and DND governance. Underground infrastructure and all associated preliminary and final site works are included. The project must adhere to the DND Defence Climate and Sustainability Strategy (DCSS; 2023-2027), ADM(IE) Green Building Directive (GBD; 2023), and the Greening Government Strategy (GGS, 2024). The project will initially award one headquarters building (estimated $2.5M), with up to five more buildings (estimated $125M) possibly added by change order, subject to funding availability. TIMELINE: An Advance Procurement Notice (APN) has been issued to notify the industry of the upcoming procurement process for this project in May 2026. The contract may initially include the design of one accommodation building with the potential for two additional buildings to be added by change order, depending on availability of DND funding. Bidders are instructed to begin the security clearance application process as early as possible if they do not already hold the required security clearance. To be eligible, bidders must actively hold or obtain all required security clearance(s), with the anticipated level being Designated Organization Screening (DOS).
