As of May 19, 2026, qualifications have been submitted. An RFP will be released in the late summer/fall of 2026 with final selection expected in early 2027. Construction will start in 2027 and is expected to be completed in July of 2028. The intent and purpose is to solicit Statements of Qualifications (SOQs) from entities interested in serving as the Design-Builder for the Department of General Services Headquarters project in Loudoun County. The County is gathering information to identify Offerors best qualified to execute the design and construction of the project and to determine which Offerors will be invited to submit proposals in response to a forthcoming Request for Proposal. Offerors' SOQs will be reviewed, rated, and scored by an Evaluation Team based on established evaluation criteria. SOQs must meet all the requirements outlined, and any requirement indicated by terms such as shall, will, or must is mandatory. Failure to meet a requirement may render a submission non-responsive. The Evaluation Team will assess how well each Offeror meets or exceeds the criteria, and scoring will reflect their judgment. Online responses will not be accepted or considered. An optional Project Information Meeting will be held virtually via Microsoft Teams on April 10, 2026, at 10:30 a.m. This session will provide clarification on the requirements outlined in the RFQ.
