Drinking Water - Water Meter System Replacement. DWSRF Project No. P40-1011401-04. The work includes the installation of 1,800 3/4" water meters, 1,800 new water meter box lids, 1,800 radio transmitters, and installation of 3/4" water meters and water meter box lids. Also included are mobilization and the installation of a base station with one-year software, programming, and operations and maintenance with operator training. The City of Frederick desires to install a fixed base AMI meter system compatible with electric meters of the same manufacture and data collection system. All materials and construction must comply with the provided plans and specifications. All bids must be accompanied by a certified or cashier's check or a bidder's bond in the amount of 5% of the bid. Bidders must provide DW-412 Non-collusion Affidavit and DW-413 Business Relationships Affidavit. Performance, maintenance, and statutory payment bonds in the amount of 100% of the contract price are required. A maintenance bond for a period of one year is also required. Bidders must comply with equal opportunity in employment, Department of Environmental Quality small, minority, and women's business requirements, the Anti-Kickback Act, the Contract Work Hours Standards Act, Davis Bacon Act wage rules, American Iron and Steel provisions, and Build America, Buy America Act requirements. System for Award Management (SAM) registration is required for all entities involved in the project. The contract will be awarded to the lowest responsive, responsible bidder.
