The Cabell County Board of Education is soliciting Letters of Interest from firms to provide Construction Manager at Risk (CMAR) services for the construction of a new elementary school facility in Ona, Cabell County, West Virginia. The project consists of constructing a new school to serve approximately 270 students in grades Pre-K through 5, located on the existing Ona Elementary School property. The new facility will be about 47,000 sq ft, including general and special education classrooms, Pre-K classrooms, administrative offices, a media/STEAM center, cafeteria, kitchen, renovation of existing multipurpose space, and supporting areas. Construction will occur in phases to maintain ongoing school operations, ensuring continuous mechanical, electrical, plumbing, fire protection, and life safety systems. The scope includes careful coordination for student and staff safety, secure separation of construction and occupied areas, controlled site access, and continuous communication with school administration. About 5,500 sq ft of existing building space will be retained and incorporated. The site will include parking, bus and parent loops, outdoor learning/play areas, and related improvements. The selected firm will provide preconstruction services such as cost estimating, constructability reviews, phasing/sequencing recommendations, logistics planning for an occupied campus, and coordination for continuous operations. Letters of Interest must include: cover letter (with contact details, licenses, and registrations), firm profile (history, structure, summary of qualifications), competence, ability, past performance, financial responsibility (including surety letter), safety programs, and any other relevant qualifications. Firms are encouraged to detail knowledge of the local area and relationships with local subcontractors and suppliers. Submissions must follow the specified format and include all required documentation. The Board reserves the right to reject any or all submissions and to waive minor errors.
