Texas State Technical College (TSTC) is seeking to establish an Indefinite Delivery/Indefinite Quantity (IDIQ) agreement with qualified aviation professional engineering firms. The selected firms will provide planning, design, and construction administration services for aviation-related infrastructure and facilities, as well as other professional engineering services necessary to support airport infrastructure and operational requirements. The objective is to ensure delivery that is safe, compliant, and cost-effective, aligned with FAA Advisory Circulars, TxDOT Aviation Division requirements, and applicable regulations. Evaluation is based on demonstrated competence and qualifications, not price. The agreement is valid for 2 years, with an option to extend for three additional one-year terms. Prices are fixed for the first two years; any increases during renewal periods require prior approval from TSTC. TSTC can award part or all of the requirements, make multiple awards, or make no award. Instructions to bidders include submitting a signed Execution of Offer. A HUB Subcontracting Plan is not required at this time, but must be included if awarded a project exceeding $100,000. All suppliers must make a good faith effort to achieve State of Texas HUB goals. TSTC reserves the right to conduct interviews or demonstrations to further assess the most qualified candidates.
