The Public Works Department is requesting proposals from qualified engineering consultants to provide professional engineering services for the rehabilitation of the rectangular flocculation and sedimentation basins at the City of Yuba City Water Treatment Plant. Services include condition assessment, predesign, environmental documentation if required, construction permitting if required, design, bidding assistance, and services during construction including construction support and optional construction management. The project will require phased construction within an active water treatment facility, including maintaining continuous plant operations and required treatment capacity during basin rehabilitation. At least two basin treatment trains must remain in service during construction. Responding consultants and subcontractors must have relevant experience and demonstrated expertise in potable water treatment facilities, concrete rehabilitation, mechanical process equipment rehabilitation, coating systems for immersion service, and phased construction within active water treatment plants. Please review all requirements and provide a detailed proposal outlining qualifications and experience, project understanding, technical approach, proposed scope of services, and fee for all services and deliverables. Proposals must include a complete technical proposal and a separate cost proposal clearly labeled “Cost Proposal.” All questions regarding this RFP shall be submitted through Public Purchase no later than seven working days prior to the proposal submission deadline. A site visit is strongly recommended due to the complexity of the existing facilities and operational constraints.
