The work involves providing Construction Material Testing Geotechnical Services on an 'as needed' basis. The selected team or firm must have considerable local experience in soil, concrete, and metals testing in accordance with TXDOT and City of Houston requirements, rail welding testing in accordance with AREMA or APTA requirements, and geotechnical explorations and pavement/foundation evaluation in the Houston area. Instructions to bidders include: - All questions and bid responses must be submitted electronically through METRO’s EUNA (Bonfire) platform. Registration is free. - Submit one original hardcopy in a sealed envelope to the METRO Procurement Office. - Both electronic and hardcopy submittals must be received by the deadline specified; proposals will not be opened publicly. - Respondents are responsible for all information in the solicitation, with special attention to shaded sections. - The Statement of Qualifications (SOQ) is not to exceed five double-sided pages, no smaller than 9-point Arial font, and should not include a cover letter. Submit a single Standard Form 330 - Part I for the prime and copies of Standard Form 330 - Part II for every firm in the team. Small business certifications must be attached for all small business team members. Read all SF 330 instructions carefully. - Resumes in Section E of the SF 330 must be grouped by firm and ordered alphabetically; projects in Section F should reflect team experience; Section G should list key personnel and roles in the order found in Section E. - This solicitation has a 35% Small Business Participation goal. Bidders failing to commit to this goal will be deemed nonresponsive. - Additional required information not included in the five-page count: METRO forms in the exhibits, the specified SF 330 forms, certification documentation, and the organization chart required in SF 330 Part I. - All METRO forms in the solicitation may be reproduced as needed for the response.
