The City of Redlands (City) Municipal Utilities and Engineering Department is currently soliciting bids for Air Quality Sampling and Analysis. The Laboratory must possess the skills, licenses, certifications, and professional expertise necessary to provide the sampling and analytical services to the City at a level of competency presently maintained by other environmental testing laboratories in the industry that provide similar types of services. The successful bidder will be issued an annual purchase order (“contract”) for fiscal year 2026/2027 (July 1, 2026 – June 30, 2027) with optional extensions for as-needed services. Specifications and minimum requirements • Laboratory Certification and Requirements: The laboratory conducting the sampling and analysis must be appropriately certified and comply with the procedure and requirements of the South Coast Air Quality Management District (SCAQMD) to perform the analyses specified in the scope for the duration of the Contract. Utilization of a third-party laboratory is permissible; however, it must not incur any additional costs for the City. Certification documentation must be provided before commencing any work. https://www.aqmd.gov/home/research/methods-procedures. • Service Location: Must be within 50 miles from the City’s Wastewater Treatment Plant (WWTP) 1950 Nevada St., Redlands, CA 92373. • Sampling Requirement: 1. Provide weekly air quality sample collection at two-three locations for a. Sulfur Compounds (TRS) analysis; b. HHV, F factor (ATSM 1945/3588) analysis; 2. Provide as needed sample collection for Siloxanes (GC-MS TO 15) analysis. If ordered, sample to be collected as part of weekly sample collection for Sulfur Compounds and HHV, F factor; 3. Provide as needed rush sample collection to be performed within 1-2 business days; 4. Unit price for air quality sample collection to include travel to and from the WWTP, fuel costs, hourly rate, sampling equipment, and any other associated cost, with exception to sample collection consumables; a. Sample collection to be performed within 5 working days from the date of order unless otherwise specified; b. All sample collection to be performed in a safe manner, using the appropriate personal protective equipment, and in accordance with the City’s safety practices and site-specific contractor requirements; and c. Sample collection is expected to be performed in locations with positive gas pressure. 5. Air Quality Sample Collection Consumables a. Provide consumable supplies for weekly air quality sample collection at two-three locations for 1) Sulfur Compounds (TRS) analysis; 2) HHV, F factor (ATSM 1945/3588) analysis; b. Provide consumable supplies for as needed sample collection for Siloxanes (GC-MS TO 15) analysis. **Paper Bid Only (Mail or hand Deliver).
