This Sources Sought Notice is to identify qualified businesses capable of providing asbestos air monitoring services in support of floor tile, mastic, and stair tread removal at the Durham VA Medical Center. The contractor shall furnish all labor, North Carolina-accredited asbestos air monitors, materials, tools, and equipment necessary to perform project air monitoring for asbestos removal activities. All work shall be performed in strict accordance with applicable Federal, State, and local regulations, VA directives, and VA design and construction standards, whichever are more stringent. Post-removal air clearance sampling shall be analyzed using Transmission Electron Microscopy (TEM) and must not exceed 70 structures per square millimeter of filter area. Air monitoring support is required for asbestos-containing floor tile and mastic removal in multiple occupied areas, including Building 1, first floor B-Wing Dental (Rooms B1029 and B1031 totaling 310 square feet) and Building 1 mezzanine above the Linear Accelerator adjacent to the Pharmacy Waiting Area (approximately 760 square feet). All work activities, including mobilization, containment assembly, removal activities, TEM air clearance testing, containment disassembly, and demobilization, shall be conducted between 8:00 a.m. and 5:00 p.m. Contractors shall use non-friable, non-regulated removal methods such as infrared radiant heat floor tile removal equipment, low- to no-odor mastic removers, and hand-held mastic removal tools. Work shall be sequenced and controlled to minimize disruption to ongoing hospital operations and patient care. All asbestos designers, supervisors, and workers involved must be accredited by the North Carolina Health Hazard Control Unit (HHCU) for their respective disciplines. Required notifications and asbestos permit applications, with original signatures, must be submitted to HHCU no less than ten working days prior to the start of demolition or renovation activities, when applicable thresholds are exceeded. Contractors shall comply with VA safety, infection control, access control, quality control, and documentation requirements, including submission of safety plans, work schedules, and quality control records. The contractor is responsible for maintaining clean, orderly work areas; protecting adjacent equipment and spaces; coordinating all work with the Contracting Officer's Representative; and ensuring full compliance with OSHA, NFPA, VA specifications, and all applicable codes and standards. This notice is issued solely for market research purposes and does not constitute a request for quotes or a commitment to award a contract. The Method of Contractor Selection has not been determined at this Time.
