Renovation of a municipal facility in Slaterville Springs, New York. Completed plans call for the renovation of a 5,870-square-foot, two-story above grade municipal facility.
The work involves the restoration of the Old Town Hall at 2668 Slaterville Road, Slaterville Springs, New York. The property is listed in the National Register of Historic Places and all aspects may contribute to its historic significance. The contractor must not alter, remove, reuse, or take any features or materials from the premises without written approval from the architect. All work must comply with The Secretary of the Interior's Standards for the Treatment of Historic Properties. Bidders must have a minimum of five years' successful experience with similar projects on State, National, or local landmarks, and must provide project and contact references upon request. Bidders must be properly licensed, able to secure necessary insurance and bonds, and capable of completing the project under prevailing wage rates. The project is divided into General Construction and Electrical prime contracts. A Bid Bond or Certified Check covering five percent of the bid amount is required, as well as a Performance and Payment Bond upon contract award. Bids must include a completed Form of Proposal, Non-Collusive Bidding Certification, Equal Employment Opportunity Policy Statement, and Contractor's Solicitation Log for MWBE tracking. A Vendor Responsibility Questionnaire is required for contracts of $100,000 or more. Proof of workers' compensation and disability benefits insurance must be provided. The Owner is tax-exempt, and a certificate will be given to the successful bidder. MWBE participation is encouraged and a Good Faith Effort in this regard must be documented, though there are no specific participation goals. All qualified MWBE suppliers, contractors, or businesses will be afforded equal opportunity. Bidders are strongly encouraged to visit the project site and to attend a pre-bid conference and walk-through. The Owner reserves the right to reject any or all bids or to waive informalities. The contract will be awarded to the bidder deemed most responsible and in the Owner's best interest. Bids may be held for up to 45 days for review and qualification.
