Sealed bids are invited for the 15kV Underground Feeder Replacement. Pursuant to MGL c. Chapter 164 Section 56D and under these specifications, Wakefield Municipal Gas & Light Department, hereinafter referred to as WMGLD, is soliciting fixed price proposals for the purchase and replacement of 15kV underground cable in Wakefield, MA Bids must be submitted with bid security in the form of a certified check, treasurer's/cashier's check, or a bid bond, amounting to not less than five percent (5%) of the bid, payable to Wakefield Municipal Gas & Light Department. The bid must be conditioned on entering into a contract and furnishing a payment bond with surety satisfactory to the department, in an amount equal to 100 percent of the contract amount, along with insurance certificates or copies of insurance policies. Bids must be submitted in accordance with instructions, including a fully completed and executed bid form, bid security, and any other required data. Bids may not be withdrawn for ninety days after opening. Failure to execute the contract or provide required bonds and insurance will result in forfeiture of the bid security. The owner reserves the right to reject any or all bids in the best interest of the department and the town. Complete instructions for filing bids are included in the instructions to bidders. Bids submitted must comply fully with all requirements. Specifications WMGLD is requesting pricing for the purchase and installation of 700mcm 15kV triplex copper flat-strap-neutral underground cable in our existing manhole and duct bank system (5" PVC conduits). The approximate total cable length needed is 7,862ft, which is 10% greater than the true linear footage of 7,147ft. There will be 21 total cable pulls, which includes four riser pulls and one pull into a substation. The manholes contain many other live 15kV circuits that will remain energized during construction, unless they need temporary de-energization to be moved around in the manhole to create space. The two circuits will be de-energized simultaneously, allowing them to be pulled in one-after-another in the 7 manhole sections that they share. Bidder must include in their pricing the associated cold-shrink inline splice kits and termination kits. They must also include 3-way joints for use in Manhole #8. Copper connectors must be used. Splices chosen must be approved by WMGLD. Bidder must also include materials needed to fire wrap and label the new cables, and any other materials that may be needed. Pricing must also include the removal and disposal of the two existing circuits that are being replaced. There will be 19 sections of cable to remove. The bidder is expected to pull the new cables into the same conduits as the existing cables. The existing circuits are triplexed copper 15kV 500mcm cables, mostly circa 1972 lead-sheathed with XLPE insulation.
