Site work and paving for a mixed-use development in Phoenixville, Pennsylvania. Completed plans call for site work for a road / highway; and sidewalk / parking lot.

The scope of work includes clearing and grubbing, excavation, stormwater, concrete curb and sidewalk, ADA ramps, full depth pavement, milling and overlay, signs, pavement markings, traffic signals and associated work. Each bid shall be accompanied by a bidder's bond, certified check or cashier's check, in favor of Phoenixville Borough in the amount of not less than 10% of the total amount of the bid. The successful bidder shall be bound to furnish and pay for a Performance Bond and a Labor & Material Payment Bond in an amount equal to one hundred percent (100%) of the contract price, on bond forms provided by Phoenixville Borough A pre-bid meeting will be held virtually on April 21, 2026 at 11:00 AM prevailing time. All plan holders will receive a notification on April 20, 2026 with instructions for how to access the virtual pre-bid meeting for this project. All bidders must be PennDOT pre-qualified and must complete a non-collusion affidavit. This bid is in accordance with the Pennsylvania Prevailing Wage Act, and the successful bidder shall pay no less than the PA L&I Wage Rates determined for the project as stated in the Contract documents. There is a zero percent verify requirement for MBE and/or WBE participation. The Borough Council reserves the right to: A. Select a Bid in its entirety or some portion(s) thereof; B. To request additional information or clarifications from Contractor, or to allow corrections of errors or omissions. C. Reject any and all Bids, in whole or in part; D. Waive any technical defects or irregularities; E. Request oral presentations and/or individual interviews from those individuals or firms determined to be in a competitive range; F. Make the final selection using criteria judged to be the maximum benefit to the Borough as a whole. The Borough Manager and/or the Borough Council reserve the right, but is not required, to interview any or all of the respondents submitting a Bid. Although interviews may take place, the Bid should be comprehensive and complete on its face. The Borough reserves the right to request clarifying information subsequent to the submission of the Bid. The Borough of Phoenixville is not required to make selections from these submissions, if, in their sole discretion, qualifications are not appropriate or for any other reason. No bidder may withdraw a bid after the actual date of the opening thereof. Bidders must submit with their bids, the non-collusion affidavit contained in the contract documents. The engagement of the successful bidder shall be subject to an agreement satisfactory to the Borough Solicitor. The work indicated will be at a minimum, partially funded via Local Share Account (LSA) Grant from the Commonwealth of Pennsylvania acting through the Commonwealth Financing Authority. The bidding process, contract, and conduct of the work must meet the requirements of the LSA grant agreements, which has been entered into by Charlestown Township, and the Commonwealth of Pennsylvania. The agreement(s) obligates Charlestown Township to certain compliance requirements. If said compliance requirements are not followed, funding for the project will be at risk. Bidder's attention is directed to the Technical Specifications Section of the bid package, which contains the LSA Reimbursement Agreements and related Additional Special Provisions as an attachment. These documents outline the specific requirements of the LSA program. Submission of a bid for this Project will be considered the Contractors acknowledgement of these requirements and commitment to adhere to the same. All bidders must be PennDOT pre-qualified and must complete a non-collusion affidavit. This contract is in accordance with the Pennsylvania Prevailing Wage Act, and the successful bidder shall pay no less than the Wage Rates determined for the project as stated in the Contract documents. There is a zero percent verify requirement for MBE and/or WBE participation. Award of the Contract, if the contract is awarded, will be to the lowest responsible bidder, however Charlestown Township reserves the right to reject any and or all bids on any basis and to waive any informality in the bidding, as permitted by law. No bidder may withdraw a bid after the actual date of the opening thereof. Bidders must submit with their bids, the non-collusion affidavit contained in the contract documents.
