Capital Region Water is accepting sealed bids for Project No. 2026-200 Agreement to Pre-Purchase Photovoltaic Modules. The purpose of this bid is to fully execute a binding agreement with a qualified Contractor to order and pre-purchase photovoltaic modules. The Contractor is required to safely store and provide insurance for the photovoltaic modules until they are needed for the installation phase of the project, at which point the Contractor must deliver the modules to Capital Region Water Water Services Center (WSC). Capital Region Water intends to award the contract to the overall lowest responsible bidder as determined by the Board of Directors. Performance Bonds and Payment Bonds are required, but Bid Bonds are not required. Bids must be submitted online using the Proposal Form within the PennBid Procurement Portal. Bidders may clarify their bid with comments but cannot change, modify, delete, or make additions to any of the Bidding Documents, including the Agreement. Unauthorized conditions or alterations may be cause for rejection. Alterations by erasure or interlineation must be explained or noted in the bid over the signature of the Bidder. All questions regarding the bidding documents must be submitted online in the PennBid Procurement Portal in the “Messages” Section, “Public Q&A” tab. Telephone and email inquiries will not be accepted. Bidding Documents may only be modified by Addendum issued by Capital Region Water in the PennBid Online Portal “Messages” Section, “Public Notices” tab. Capital Region Water reserves the right to reject any or all bids, in whole or in part, and to waive any defects, errors, omissions, irregularities, or informalities in a bid or the bid procedure, and to accept any Bid, in whole or in part, which it may deem to be in its best interest. It is the policy of Capital Region Water to ensure that minority, women, and disadvantaged businesses have an equal opportunity to participate in all contracts.
