Demolition and site work for an educational facility in Saint Louis, Missouri. Completed plans call for the demolition of a 8,500-square-foot educational facility; and 57,281-square-foot educational facility.

It is the policy of the district to pursue the goal of at least 25% Minority Business Enterprise (MBE) and 5% Women's Business Enterprise (WBE) utilization in the provision of goods and services to the district while at the same time maintaining the quality of goods and services provided to the district through the competitive bidding process. The Board of Education of the City of St. Louis (d/b/a St. Louis Public Schools) ("District" or "SLPS") hereby invites electronic bids from qualified and experienced firms to provide comprehensive demolition and site restoration services at a former school site. Services shall include, but are not limited to, all labor, supervision, equipment, materials, permitting, environmental compliance, structural demolition, removal of foundations and appurtenances, lawful disposal of debris and full site restoration to a safe, stable and properly graded condition in accordance with all applicable federal, state and local regulations. All work must be performed in a manner that ensures safety, regulatory compliance and readiness of the site for future use. Demolition and site restoration of Walnut Park School at 5814 Thekla Avenue, St. Louis, MO 63120, including removal of existing structures. The main building, constructed in 1909, and the gym addition, constructed in 1976, are included. The main building is approximately 57,281 square feet; the gym addition is approximately 8,500 square feet. Asbestos containing materials (ACMs) to be removed prior to demolition under the base bid contract include all flooring and mastic, window systems, and door caulk in the gym addition. Hazardous materials regulated under USEPA RCRA to be removed prior to demolition under the base bid contract include lighting fixtures, hydraulic door closures, CFCs from water fountains, and CFCs/Freon from HVAC systems in the gym addition. The original school building is structurally unsound and poses an imminent threat of collapse; therefore, traditional abatement and removal of RCRA related items prior to demolition will not be allowed. Debris from the original building must be handled and treated as friable ACM waste. All work must comply with USEPA NESHAP (40 CFR Part 61, Subpart M), State of Missouri asbestos regulations (10 CSR 10-6.241), and the City of St. Louis Asbestos Ordinance (65442). All workers onsite in the regulated work zone must be MDNR licensed for asbestos removal activities. The Hazardous Materials consultant for SLPS will be on site daily for compliance and third party air monitoring. Traditional asbestos abatement and removal of RCRA regulated items is required prior to demolition for the structurally sound gym addition. Questions Due Date: Apr 30th 2026, 12:00 PM CDT
