The Contractor shall provide all necessary labor, supervision, materials, tools, apparatus, equipment, and conveyances required to increase the storage capacity of the south berm of the Ash Pit by vertically expanding existing Ash Pit Nos. 1 through 4 into one large, combined Ash Disposal Facility, and all other work as specified at the District's Gerald Gentleman Station. The general scope includes supplying and installing silt fencing, straw bales, or similar for temporary surface water control, 60-mil LLDPE textured geomembrane, double-sided non-woven geosynthetic clay liner, protective sand fill, and materials for erosion control and reseeding. The Contractor will also provide dust control materials and equipment, perform clearing, grubbing, and disposal of unsuitable material, excavate soil and sand in the construction area to required elevations, and protect the existing geomembrane liner. Should a Bidder find discrepancies or omissions in the specifications, or be in doubt about their meaning, they shall notify the District in writing. The Bidder is responsible for the delivery of any requests for interpretation, and only written explanations or interpretations from the District will be binding. Oral instructions or representations are not binding. It is important for Bidders to thoroughly review and understand the scope, schedule, and requirements before completing pricing information. If any specification requirement is deemed incorrect or unsuitable, objections and reasons must be described in the bid, including suggestions to meet the contractual objectives. Drawings and attachments are intended to supplement, not duplicate each other, and all should be considered collectively.
