The Tarrant Regional Water District is requesting Statements of Qualifications (SOQ) to prequalify Offerors considering submitting a Proposal for the construction of Section 2 Phase 2 Pipeline Rehabilitation, Section 4 Phase 1 Pipeline Rehabilitation, and Joint Pipelines Sections 1 & 6. Pre-qualification requirements: Pre-Qualifications are required for Section 2 Phase 2 Pipeline Rehabilitation, Section 4 Phase 1 Pipeline Rehabilitation, and Joint Pipelines Sections 1 & 6. Question Deadline 04/17/2026 at 12:00 PM CT Description of Work B. Section 2 Phase 2 - Description of Work: 1. Remove and replace approximately 4.42 miles of 72-inch prestressed concrete cylinder pipe (PCCP) with 102-inch welded steel pipe (WSP) from Mouser Way in Mansfield to Kennedale Balancing Reservoir (KBR) 2. Removal and replacement of all existing above ground appurtenances (air release valves, blow off valves, manways, etc.) 3. Install new galvanic cathodic protection system on new Cedar Creek welded steel pipeline. 4. Replace existing galvanic cathodic protection system on Richland Chambers PCCP pipeline. 5. Install one (1) monolithic isolation joint (MIJ) at the Kennedale Balancing Reservoir. 6. Replace and upsize (48-inch to 60-inch) City of Arlington's existing John F. Kubala Water Treatment Plant tap. 7. Install concrete encasement on Richland Chambers pipeline at Walnut Creek. 8. Construct retaining wall on Walnut Creek. Section 4 Phase 1 - Description of Work: 1. Abandon in place approximately 9.9 miles of existing 72-inch PCCP and replace with 90-inch WSP from TRWD's Cedar Creek Lake Pump Station to the Trinity River. 2. Removal and replacement of all existing above ground appurtenances (air release valves, blow off valves, manways, etc.) 3. Removal and replacement of yard and header piping at Cedar Creek Pump Station. 4. Construction of a water quality sampling building on the Cedar Creek Pump Station property. 5. Demolition of existing chemical buildings at pump station including ammonia feed system, caustic building, and chlorine feed room. 6. Installation of one (1) monolithic isolation joint at TRWD's Ennis Pump Station. Joint Pipelines 1 & 6 - Description of Work: 1. Construct approximately three (3) miles of 108-inch welded steel pipe that will tie in to TRWD's existing Line J pipeline and parallel the existing RC and CC lines. 2. Construct 3,000 linear feet of 108-inch welded steel pipe that will connect to TRWD's RH2 pump station at the City of Fort Worth's Rolling Hills Water Treatment Plant. This work will also require a reconfiguration of the existing connections at RHWTP. 3. Removal and replacement of five (5) valves and associated piping at the Arlington Outlet. Three (3) 48-inch butterfly crossover valves One (1) 84-inch butterfly crossover valve One (1) 96-inch butterfly crossover valve 4. Replace and upsize two existing crossovers from 48" to 60" at Arlington Outlet. 5. Install galvanized cathodic protection system
