Reference Number 0000419714 Design-Build Proposal for the Island Park Events Pavilion and Incubator Kitchen All questions regarding this Request for Proposals (RFP) should be submitted in writing by e-mail to Philip Biscorner at pbiscorner@mt-pleasant.org. Questions must be e-mailed to ensure that we can provide comprehensive documented answers. Questions must be submitted before May 1, 2026, to be considered prior to the due date for proposals. All questions and answers and/or final addenda will be provided to all applicants by May 8, 2026. The City of Mt. Pleasant proposes to reconstruct and modernize its Farmer's Market Pavilion, transforming it into a year-round community and business hub that includes a new incubator kitchen. The current pavilion, located in Island Park, was constructed in the 1970's and the community's needs are rapidly outgrowing the space. The new pavilion will be relocated slightly south of its current location to better connect with Downtown and will serve as a central gathering place that blends local food, entrepreneurship, and cultural programming. The new pavilion will be a flexible, multi-use space designed for vendors, events, and community gatherings. A cornerstone of the project is the incubator kitchen, which will support food startups, giving them access to professional-grade equipment, training, and mentorship. A conceptual design is attached as Attachment A to serve as a general concept of the City's goals. A GIS map of the city utilities available at the site is included as Attachment B. The intent of this Project is to provide: o Universally Accessible Design for all Indoor and Outdoor Spaces o All-season Farmers Market Pavilion (approximately 9,530 SF) o Indoor Space for 50-60 vendors o Overhead Doors on Pavilion o Interior to be heated for winter and ventilated for summer o Farmer's Market Incubator Kitchen Area (approximately 2,755 sft) o One single restroom o Supporting infrastructure including: o Flood Protection within reason o Outdoor concrete patio space for seating for food trucks and additional vendors surrounding the pavilion o Walkways from existing parking and around the perimeter of the building and restrooms o Grading and Drainage o Public utility extensions to the site o Coordination and Installation of gas/electric to the site o Area lighting o Signage o Security cameras o No new parking - existing parking at Island Park and City Hall to be utilized o Remove and replace existing pavement as necessary to facilitate pavilion work o Tree removal and replacement o Landscaping o Restoration o Compensating cut for fill in the floodplain as necessary. Area available within city limits The City of Mt. Pleasant has been awarded a $2.79 million grant through the Michigan Talent Partnership Program, a statewide initiative led by the Michigan Economic Development Corporation (MEDC), to fund the project. This will be the total amount for all aspects of the project from permitting through design, survey, constructions, etc. must fall within this budget. This project is partially funded by State of Michigan and prevailing wages will apply.
