Work under this contract includes, but is not limited to: furnishing all supervision, labor, required materials, equipment, tools, and performing all operations necessary to completely remove and dispose of debris, vegetation, soil, rock, and any type of blockage inside existing pipe culvert(s), box culvert(s), or inlet structure(s) located within County maintained rights-of-ways pursuant to a Declaration of Emergency. The Work may include nighttime operations. Tasks may involve temporary removal of fence, signs, guardrail, grates, or manhole covers to access pipes or box culverts; cleaning to restore hydraulic conveyance capacity; not damaging structures or surroundings; meeting all environmental standards and laws; identifying and reporting necessary repairs, and documenting cleaned locations by GPS and photography. Contractors must obtain and submit all permits prior to performing any work. The County may award more than one contract, activating them based on contractor availability and ability to satisfy County needs at the time contacted. Bidders must hold a valid Certificate of Competency or state certification appropriate to the work, demonstrate experience with at least three similar projects in the past five years, and comply with program-specific requirements. At least 30% of the original contract amount must be self-performed by the contractor (excluding specialty items). Insurance requirements include commercial general liability, automobile liability, and umbrella liability at specified minimums. Bids must be submitted as sealed envelopes to the Clerk of the Board Office. Bidders must register as a Miami-Dade County Vendor and request inclusion in the Contractor’s Emergency Pool. Indemnification and insurance documentation must be provided. Bidding documents can be obtained for a fee or downloaded for free. All addendums and RFI acknowledgments are required at bid submission. No bid bond is required; performance and payment bonds will be required after a declaration of emergency and recommendation for award.
