Separate sealed bids will be received for the Water Meter Upgrades Phase 1 Project, which consists of replacing existing water meters throughout the Town of Carmen with AMR (Automatic Meter Reading) drive-by smart meter systems. The work includes demolition of existing water meters, furnishing and installing 5/8”x3/4” and 1” BLMJ Lead Free Body meters with 3G DS Register (US Gallons), smart endpoints (AMR drive-by compatible transmitters), data collector system (antenna, receiver, laptop, and associated equipment), drive-by software and system setup, on-site training for town staff (2 days), first year hosting and technical support, pipe repair as necessary during meter replacement, meter enclosures, and mobilization. Small business and minority owned business sources are encouraged to bid. All bids must include a bid bond in the amount of 5% of the total bid as a guarantee of contract entry within ten days of award, required bonds, and certificates of Workers’ Compensation and General Contractors Liability Insurance. The owner reserves the right to reject any or all bids, waive irregularities or technicalities, and make awards in the best interest of the owner; award will be made to the lowest, responsive, and responsible bidder. No bidder may withdraw within 45 days after bid opening. Bids will be awarded pursuant to the Public Competitive Bidding Act of 1974 as amended. A non-collusion form must be signed, notarized, and returned with the bid. Late proposals will not be considered. The bid packet must be obtained from the Town of Carmen.
