Question Deadline 04/16/2026 at 5:00 PM CT Deadline to submit questions Bid Contact Information Webb County Purchasing Mr. Juan Guerrero Contract Administrator juguerrero@webbcountytx.gov Webb County, Texas (the "County"), is soliciting Statements of Qualifications (SOQs) from qualified firms to provide professional architectural and engineering (A/E) services for a new County building and associated parking lot to be constructed on an approximately 0.28-acre tract of land. Services to be provided shall include, but are not limited to, project programming, schematic design, design development, preparation of construction documents (plans and specifications), bidding and procurement assistance, construction administration, and project closeout. The selected firm shall be responsible for coordination of all required architectural and engineering disciplines necessary for the successful delivery of the project. The County will evaluate Respondents based on demonstrated competence and qualifications and will select the most highly qualified firm. The County will then negotiate a contract at a fair and reasonable price with the selected firm. This solicitation is issued in accordance with the Texas Professional Services Procurement Act (Texas Government Code, Chapter 2254), which requires that contracts for professional services be awarded on the basis of demonstrated competence and qualifications and prohibits the consideration of fees prior to the selection of the most qualified firm. Webb County reserves the right to reject any or all Statements of Qualifications (SOQs), waive minor informalities, or cancel this solicitation at any time if it is determined to be in the best interest of the County. No contractual obligation shall arise from this RFQ unless and until a professional services agreement is duly negotiated, approved by the Webb County Commissioners Court, and fully executed by all parties. Webb County shall not be liable for any costs incurred by respondents in connection with this solicitation. Method of contractor selection has not been determined at this time.
