Site work and new construction of a mixed-use development in Houston, Texas. Conceptual plans call for the construction of a 250,000-square-foot, four-story above grade educational facility; 800-seat educational facility; library; and 600-seat theater / auditorium.
In accordance with Texas Government Code and Texas Facilities Commission procedures, qualifications are requested for providing prime professional architectural/engineering (A/E) services for a new Texas Southern University School of Law building in Houston, Texas. The project encompasses design, construction, furnishings, fixtures, and equipment for the new facility and related parking as outlined in the Program of Requirements. The new building will consolidate all law school programs and functions into a single structure of approximately 235,000 to 250,000 gross square feet, four stories, located on the east side of campus at Scott St. and Wheeler Avenue. Programmatic elements will include administrative departments, a law clinic, law library, teaching and learning spaces, auditorium, faculty and staff spaces, cafeteria, student support areas, lobby/public spaces, and outdoor space. Demolition or renovation of the existing building is excluded. The A/E firm will provide site planning, utilities connection and capacity verification, site development (grading, drainage, paving, landscaping), and full architectural and engineering design with compliance to state non-discrimination requirements. The scope of work will proceed in phases: Schematic Design (site investigation, testing and inspections, assistance with cost estimation and Construction Manager-at-Risk selection, energy conservation recommendations), Design Development (detailed design documents, ongoing coordination, and construction development presentations), Construction Documents (final drawings, specifications, value engineering, bidding assistance), and Construction Administration (site visits, inspections, quality control, project closeout, as-built documentation, and post-construction services). The estimated construction cost is $185 million to $200 million. Third-party consultants will handle specific testing, commissioning, and materials testing services as required.
