The City of Columbia, Tennessee seeks to retain the services of a professional consultant traffic engineering firm(s) to provide services related to traffic study preparation, review, and signal timing recommendations. Responsibilities may include: independent review assistance of traffic impact studies, as-needed traffic engineering assistance, traffic study preparation, performing traffic counts, retiming of traffic signals, analysis of corridors for traffic improvement recommendations, other municipal traffic-related services, attending traffic scoping meetings, field investigation required for the design work, design of plans and specifications acceptable to the City of Columbia and TDOT, preparing construction documents, assisting in the construction bidding process, performing construction inspections, and identifying and writing grant applications for possible funding sources if needed. Firms may request consideration by submitting one digital set of their statement of qualifications. The qualifications should indicate the scope of services to be completed by any sub-consultants. The evaluation will be conducted in two phases if necessary: Phase I involves evaluation of qualifications based on past experience related to traffic engineering, past experience specific to traffic impact study preparation and review, qualification and availability of key staff, and evaluations on similar services with other clients. Phase II, if necessary, will involve short-listed firms participating in in-person interviews with criteria provided at that time. The final composite score will weigh both phases equally.
