Bids must be electronically submitted through the e-procurement portal. It is the bidder's responsibility to check the portal for any changes or updates to the Invitation to Bid, which will be issued in the form of an addendum posted to the portal. Responses submitted by telegraph, fax, email, or hand delivery will not be accepted unless specifically authorized in the terms and conditions.
