The Department of Technology, Management and Budget, in partnership with the Department of Natural Resources, is seeking professional services for a study to investigate drainage issues at the Belle Isle Golf Range asphalt parking area. The project is divided into two phases, with this request covering Phase 1. Phase 1 consists of evaluating existing conditions, identifying an appropriate remedy, and providing associated cost estimates. Consultants are also required to provide a cost-benefit analysis of Best Management Practice (BMP) alternatives, comparing the feasibility of incorporating a drainage option into the Blue Heron Lagoon versus improving the existing drainage infrastructure. The primary issue is that stormwater is not draining from the western storm drain within the parking area. Proposal responses must be uploaded to SIGMA VSS, including the total cost for all phases as the bid amount. Firms are encouraged to combine technical and cost proposals into a single attachment, not exceeding 25mb. Do not wait until just before the deadline to submit proposals. If there are issues with submission, contact the SIGMA Help Desk or Design and Construction Contract Specialists (including ticket numbers and supporting documentation if applicable). Approved emailed submissions must be received before the deadline. Responses should not be emailed to the Project Director. A maximum of three meetings is anticipated for this phase: one field meeting if needed, and two via Microsoft TEAMS. The consultant is welcome to visit the site as required. The desired schedule of work should be proposed by the bidder. Reference standards and codes administered by relevant federal, state, and local agencies apply to the project.
