The Raleigh County Commission is seeking Statements of Qualifications from consulting firms to conduct a Pedestrian Connectivity and Safety Study along Harper Road (WV 3) from Dry Hill Road to Sunset Memorial Park in Beckley, WV. The study must follow USDOT Safe Streets and Roads for All (SS4A) program requirements and the Safe System Approach, considering safer people, roads, speeds, vehicles, and post-crash care. The selected consultant will perform project management and coordination; data collection and analysis (crash, traffic, land use); conduct a Road Safety Audit; engage stakeholders and the public; develop alternatives (pedestrian, bicycle, roadway safety); and produce a final report with GIS data and implementation requirements. All work must include SS4A-compliant elements, identification of high-injury/risk locations using data-driven analysis, consideration of equity, and development of evidence-based safety countermeasures. The final report should provide implementable recommendations, planning-level cost estimates, prioritization/phasing, and documentation suitable for future federal funding applications. Interested firms must submit a Statement of Qualifications detailing firm background, relevant experience (particularly with USDOT and SS4A projects), project team and key personnel, project approach including the Safe System Approach, and references. Submissions must include one original, three copies, one electronic version, and a mailed copy to FRMPO. Qualifications will be evaluated based on relevant experience, key personnel, technical understanding, federal transportation funding experience, and past performance. The Commission may request interviews with top firms. Procurement will follow West Virginia Code Chapter 5G and 2 CFR 200.320. DBE, MBE, and WBE participation is encouraged. Federal requirements and nondiscrimination policies apply. All work and costs must comply with federal regulations. Consultants must disclose conflicts of interest and must not be debarred or suspended from federally funded contracts.
