The City of Kewanee is seeking statements of interest, qualifications, and performance data from qualified engineering firms for assessment and potential repair design services at the North Water Treatment Plant. The project involves investigating active water intrusion and building-envelope, masonry, and possible structural issues, primarily at the south side roof water tank and standpipe nook. The consultant team will evaluate the building envelope, structural conditions, water-storage support, and develop repair recommendations and bid-ready repair documents if authorized. Phase 1 scope includes a site visit and field investigation, assessment of roofing and related elements, evaluation of masonry distress and structural supports, inspection of the stainless steel tank or recommendations for tank-specialist subconsultant work, identification of probable root causes, near-term mitigation recommendations, and a written report with findings, repair recommendations, cost estimate, and proposed next steps. There is an optional Phase 2 for final design, plans, bidding assistance, and construction-phase services. Submittals should include a letter of interest, firm qualifications and relevant experience, project team and key disciplines, similar project experience, project approach and schedule for Phase 1, assumptions or exclusions, and earliest availability for a site visit. The City reserves the right to reject submittals, request clarifications, shortlist firms, and conduct interviews or discussions as part of its selection process.
