Sealed bids are requested for furnishing all equipment, labor, and materials and performing all work related to Airport Pavement Maintenance for the Lisbon Airport Authority in Lisbon, North Dakota. Base Bid – Runway 14/32 Pavement Maintenance: The work includes approximately 40,000 feet of routing and sealing cracks, 100 square yards of asphalt pavement repair, 22,667 square yards of asphalt surface preparation and cold milling (greater than 0.5” nominal depth), temporary pavement markings, pavement markings, 22,667 square yards of emulsified asphalt slurry seal, 400 square yards of major crack repair, and various related construction items. Alternate Bid 1 – Turnaround and Taxiways Pavement Maintenance: The work includes approximately 16,500 feet of routing and sealing cracks, 50 square yards of asphalt pavement repair, 4,980 square yards of asphalt surface preparation and cold milling (greater than 0.5” nominal depth), pavement markings, 4,980 square yards of emulsified asphalt slurry seal, 155 square yards of major crack repair, and various related construction items. Each bid must be accompanied by a certified check, cashier's check, or draft for five percent of the total bid, or a bid bond for ten percent. Separate payment and performance bonds for one hundred percent of the contract amount are required. The contractor must begin work within ten days of the written Notice to Proceed and complete within the time specified in the specifications. All applicable Federal Labor Laws and minimum wage rates must be followed. Contractors and subcontractors with contracts or subcontracts of $10,000 or more must maintain an affirmative action program. Disadvantaged business enterprises are encouraged to bid and will not be discriminated against. The contractor and any subcontractors must meet requirements regarding debarment, suspension, ineligibility, voluntary exclusion, foreign trade restrictions, and "Buy American" certifications, as further described in the specifications. The Airport Authority reserves the right to reject any or all bids and to waive informalities.
