Services for eight chillers at four State-owned buildings, including all required materials, labor, and transportation for a turnkey project. Services include the inspection of all equipment, equipment safeties, and connections to existing piping to ensure there are no leaks and units are fully operational. Contractor must ensure all chiller settings meet manufacturer’s specifications. All chlorofluorocarbon (CFC) regulations must be followed, with reports provided to the State Mechanical Shop Supervisor. Written reports documenting readings, findings, and comments for each chiller are required. Contractor is responsible for verifying make, model, serial number, and tonnage for all chillers. Annual preventive maintenance involves one annual maintenance service and one startup and operational inspection per HVAC chiller unit. Service dates must be coordinated with the State Mechanical Shop Supervisor, with services initiated only after written confirmation from the Supervisor. Contractor must propose a service schedule within two business days of notice of readiness. All startup services must begin within seven business days of readiness notification unless otherwise approved. A comprehensive service report template must be developed for State approval, documenting the condition of each unit, all tasks performed, and any recommendations. Upon completion, the Contractor must review findings with the State Mechanical Shop Supervisor, obtain their signature on the report, and provide a digital PDF copy within 24 hours. Services shall start at the beginning of February and be completed on or before April 15th or as directed. Eddy current testing on all chillers is required in the first year and every two years thereafter, with reports submitted within three days of test completion. Instructions to bidders: Respondents must submit quotes via email, including a technical proposal, a cost proposal using the provided pricing sheet, and a W-9. Proposed pricing must remain firm during the contract term and include all fees, including shipping and installation. Quotes should include a cost breakdown for each unit, itemizing equipment, labor (with hours and rates), material costs, and any other relevant details. Any available rebates must be investigated and reflected in the cost summary. Bidders must ensure that personnel have required training, EPA Section 608 Refrigerant Certification, and background checks. Contractor employees must wear company uniforms with visible ID badges and comply with safety, security, and hazardous materials requirements. All insurance requirements must be met prior to contract execution. All work must comply with applicable State accessibility and technology standards. All services must be performed in accordance with the specified requirements and schedule. The State reserves sole discretion over quote acceptance and may reject late or non-compliant quotes. Award will be based on the most advantageous quote, with price as the primary consideration.
