All contractors required to pre-qualify for Elk Grove Unified School District projects must adhere to specific procedures, submit designated documentation and information at least annually with quarterly certifications or updates, and must be found by the District on a quarterly basis to be pre-qualified, as a condition of bidding during any quarterly period. The District requires a pre-qualification process for any projects projected to cost $1,000,000 or more, applicable to General Contractors and Mechanical, Electrical and Plumbing (MEP) Subcontractors. MEP is defined as subcontractors holding specified license classifications. Pre-qualification application packages are available online or by email request. All GCs and MEP Subs intending to bid must fully complete the pre-qualification questionnaire, supply all materials requested, and be approved by the District. No bid will be accepted from GCs or listed MEP Subs not in compliance. Joint ventures must have each entity separately qualified. All contractors or subcontractors must be registered with the Department of Industrial Relations. The pre-qualification packet includes a questionnaire and financial statement, verified under oath, used to rate contractors for contract size and scope. The District will use a uniform rating system, including evaluation criteria and references. The District may consider post-bid responsibility factors. Pre-qualification packages should be sealed and delivered as specified. Questionnaire answers and financial statements are not public records, except contractor names. Each questionnaire must be signed under penalty of perjury by someone legally authorized to bind the contractor. If any contractor information becomes inaccurate, it must be updated immediately in writing under penalty of perjury. Pre-qualification requirements: Contractors must submit a completed Pre-Qualification Application, provide quarterly updates certifying no material changes, and maintain current pre-qualification status.
