Sealed proposals are requested for the Holyoake Road Improvements and Leclaire Park Retaining Wall Reconstruction project. Prequalification by the Illinois Department of Transportation is required. Contractors must pay no less than the prevailing rates of wages to all laborers, workmen, and mechanics performing work under the contract, and comply with the Illinois Wages of Employees on Public Works Act. Upon award, the successful bidder must enter into a Project Labor Agreement with the Southwestern Illinois Building & Construction Trades Council as specified in the proposal. Minority business firms are encouraged to submit bids and successful bidders are encouraged to utilize minority businesses as subcontractors for supplies, equipment, services, and construction. The right to waive technicalities and to reject any or all proposals is reserved.
