Attendance by an appropriate Contractor representative is mandatory to be eligible to submit a bid. - Any Bidder may withdraw their proposal by written request prior to the time of opening; otherwise, no bid may be withdrawn for 90 days after opening without Owner's consent. - The Board reserves the right to reject any or all proposals, to waive formalities and informalities, and to accept any proposal in their best interest.
