The work includes, but is not limited to, milling and overlay for designated streets. For Proposal A, this consists of Baylor Street, Long Drive, and Tolly Court, including 6,355 square yards of variable depth milling, 840 tons of hot mix asphalt surface course, 2,050 linear feet of concrete integral curb and gutter replacement, and all other necessary and incidental work. Proposal B covers portions of Citadel Avenue, Colby Street, and Brandies Court, with 6,340 square yards of variable depth milling, 840 tons of hot mix asphalt surface course, 2,050 linear feet of concrete integral curb and gutter replacement, and all other necessary and incidental work. Bidders must submit proposals using the specified forms, in a sealed envelope marked with the bidder's name, address, and project name. Each bid must include a proposal guarantee of ten percent of the total bid, not to exceed $20,000, as a bid bond or certified check payable to the Borough of South Toms River, without condition or qualification. Bidders must comply with Chapter 127, P.L. 1975, c. 127, the Prevailing Wage Act, and must provide a statement of ownership if the bidder is a corporation or partnership. No oral interpretation shall be made to any Bidder as to the meaning of any of the Contract Documents or be effective to modify any of the provisions of the Contract Documents. All questions shall be submitted in writing to the Engineer and shall be postmarked at least ten (10) days before the established date for Bid opening
