Work involves energy efficiency improvements at the Water Treatment Facility. Bidders must submit quotes for equipment, goods and services in categories such as electrical, environmental services, general construction, fiber products, facilities, miscellaneous, and mechanical. Bids must be submitted electronically via QuestCDN; no paper bids will be accepted. TheCity of Highland Park Water Utility operates the WTP on a three-shift basis (Monday through Sunday). The first shift normally starts the plant at 7A.M. until 3 P.M. The second shift, which starts at 3 P.M., continues to operate the WTP until 10 P.M. The third shift, which starts at 10 P.M., continues to operate the WTP until 7 A.M. 2. It shall be the responsibility of CONTRACTOR to not in any way impair the normal treatment or operation efficiency of the facilities, regardless of the Work underway. No bypassing of raw or partially treated water to the distribution system or to downstream treatment units shall occur at any time as a result of construction unless authorized in writing by plant superintendent. In general, this requires that new facilities be complete and ready for service, including disinfection, or that temporary facilities be provided prior to removing existing units from service for modifications or repair. CONTRACTOR shall provide all temporary piping, bypass pumping, temporary electrical, temporary construction, and disinfection required to meet the requirements of this section and to complete the Work.
