The City of Modesto (City) is soliciting Request for Qualifications (RFQ) for Upgrade Traffic Operations Control Room for the City of Modesto. The purpose of the project is establishing a list of qualified firms with transportation engineering project experience and related knowledge to install and incorporate new devices into our Advanced Traffic Management System (ATMS) and upgrade the Traffic Operations Control (TOC) room. Committee Review Complete *:June 11, 2026 Invitation for Bids Sent to Qualified Bidders*:June 23, 2026 Any Contractor NOT scheduling and attending the Mandatory Prequalification Project Site Visit will be deemed non-responsive and NOT allowed to submit a Statement of Qualifications (SOQ) for this project. The City of Modesto Engineering Services Department is currently seeking a qualified contractor with transportation engineering project experience and related knowledge to install and incorporate new devices into our Advanced Traffic Management System (ATMS). The ATMS is currently operational, and this project is intended to work on updating the technology and capabilities of the Traffic Operations Control (TOC) room. The City of Modesto uses traffic management software MyCity by Swarco McCain and uses OMNI as local controller software. We connect to Iteris Vantage Next cameras and software via our fiber optic cable network and IP addressing scheme. The critical components of the Traffic Operations Control (TOC) room are the display rack, screens, workstations, and presentation board. The other critical components that are also included within the Traffic Operations Control (TOC) room are the server, router, and fiber enclosures. It is planned that the server and router will be temporarily relocated by the City and certain components will need to remain protected in place during construction. The fiber enclosures are to be upgraded, re-terminated, and tested as directed. The existing fiber splice wall to be considered for upgrades includes 288 fiber terminations, one (1) 96 strand cable, and four (4) 48 strand cables. There is one other existing 96-strand to remain protected in place. One (1) 96-strand termination will be re-terminated into a new Corning tray and each jumper cable will be re-connected. Each 48 strand will be re-terminated and each jumper cable will be re-connected. Each Contractor interested in submitting Statements of Qualifications (SOQ) for this project shall schedule with the Design Project Manager for the dates indicated, in 1-hour time slots, between the hours of 9:00 am to 4:00 pm.
