Sealed Request for Proposals will be received for furnishing the City of Odessa with the demolition and reconstruction of the parking lot at McKinney Park. Specifications and proposal forms may be obtained by contacting the Purchasing Department. There is a risk of rejection if any forms are incomplete or if the delivery address instructions are not followed. The Scope of Work shall include, but is not limited to, furnishing all labor, materials, equipment, and licenses necessary to perform parking lot demolition and reconstruction at McKinney Park. Work shall include demolition of existing pavement, installation of new aggregate base, construction of concrete pavement, sidewalks, curbs, gutters, drainage improvements, and all other improvements as indicated in the project plans and specifications (Attachment A). The Scope also includes the application of seal coat and pavement markings, installation of ADA-compliant accessible parking spaces, ramps, signage, and other accessibility features in accordance with the Americans with Disabilities Act (ADA) and applicable Texas accessibility standards. All work under this contract shall be completed within 120 calendar days from the date of the Notice to Proceed. The Contractor shall coordinate progress and scheduling with the project manager to ensure timely completion and to minimize disruption to park visitors, staff, and operations. The Contractor shall comply with all OSHA and Texas safety standards, maintain control of the construction site, provide proper signage and traffic control for park visitors and staff, protect adjacent park areas, playgrounds, and structures, and coordinate with park management to ensure safe public access throughout construction. The Contractor shall ensure that all completed work meets Texas construction standards, municipal codes, and ADA accessibility requirements and shall be responsible for correcting any defective or non-compliant work at no additional cost to the City. The Contractor shall be responsible for obtaining and paying for all required permits, approvals, and associated fees necessary for the completion of the project in compliance with all applicable federal, state, and local regulations. Project plans and detailed specifications are included in Attachment A and shall govern all aspects of the work, including but not limited to site demolition plans, demolition intent and scheduling, general construction requirements, sidewalk and pavement reconstruction, parking lot layout and striping (including accessible parking), site grading and paving plans, erosion control measures, general dimension notes, civil grading details, and ADA ramp design standards.
