Furnish all labor, materials, equipment, and technical expertise necessary to perform trenchless rehabilitation of sanitary sewer pipelines using CIPP sectional liners and Top Hat lateral repairs. Work includes pipe cleaning, robotic cutting, liner saturation, packer placement, curing, reinstatement of laterals, and post-installation CCTV inspection. Repairs address localized defects in gravity sewer pipelines ranging from 4 inches through 24 inches in diameter, along with other associated work as shown in the technical specifications for Specification No. 1892. Each bidder must have a minimum of five years trenchless rehabilitation experience and documented installation of at least 10,000 sectional liners and/or Top Hat repairs. Installers must possess Collections System Maintenance Grade I certification and documented CSM training or equivalent. A qualified installer must be present on-site during installation operations. Any bidder wishing to submit a cashier's check or certified check in lieu of a bid bond must submit such by the bid closing date and time in an envelope clearly labeled with the Project Title, Bid No., Bidder's Name and Address to the Purchasing Office. Submission of performance and payment bonds each for 100% of the total bid amount will be required from the vendor receiving award. The bidder is solely responsible for on-time submission of their electronic bid. The Department will only consider bids that have been transmitted successfully and have been issued an e-bid confirmation number with a time stamp from the Bid Management System indicating successful submission. Transmission of bids by any other means will not be accepted. Bidder is solely responsible for proper utilization of the bid management system, ensuring computer system capability to upload required documents, and internet service stability. Failure to submit properly will be at the bidder's sole risk and no relief will be given for late or improperly submitted bids. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Proof of current registration to perform public works pursuant to section 1725.5 is required for contractors or subcontractors. Bid is cancelled.
