Moody Air Force Base (MAFB) requires qualified contractors to provide Emergency Spill Clean Up and related hazardous material (HAZMAT) remediation services on an as-needed basis via Blanket Purchase Agreements. The contractor shall provide personnel, supervision, equipment, environmental service supplies, field laboratory analytical services and supplies, and material sampling in accordance with state and EPA regulations. Required tasks include sampling potentially contaminated materials, removal or assistance in the removal of underground storage tanks, assisting with aircraft accident clean-up, removing, transporting, and disposing of contaminated soils and materials, and cleaning fuel storage tanks. All contractor operations must comply with OSHA and state safety requirements. Sampling and reporting must be performed with results provided to the Wing Environmental Coordinator, and all analytical reports must meet specified documentation requirements. Contaminant removal requires proper removal, transport, and disposal of contaminated materials at certified facilities with all associated documentation submitted. Pricing must be per unit (each, ton, gallon, pound, or man-hour), and all deliveries must be accompanied by detailed delivery tickets. The government may inspect or test supplies or services for acceptance, with non-conforming work subject to repair or re-performance at no extra cost. Contractors must submit annual price lists, obtain necessary base entry passes for personnel, and adhere to procedures for discontinuance of the agreement.
