The City of Leesburg is seeking a Florida-licensed Certified General Contractor (CGC) or Certified Building Contractor (CBC) to provide all labor, supervision, equipment, tools, materials, supplies, and incidentals necessary for the construction of approximately 680 linear feet of 5-foot-wide sidewalk along the north side of the Baker Street right-of-way, from 1114 Baker Street to Dixie Avenue. Work includes sidewalk installation, associated grading, crosswalk construction, and installation of ADA-compliant pedestrian ramps, in full compliance with applicable federal, state, and local regulations, including current ADA standards. The project is funded through the U.S. Department of Housing and Urban Development (HUD) CDBG program and all HUD and CDBG program regulations and reporting requirements apply. All improvements must meet requirements outlined in the solicitation. The bidder is responsible for obtaining and paying for all necessary local building permits, providing required submittals on experience, licenses, insurance, lists of subcontractors, equipment, and supervisory personnel, and ensuring compliance with Davis-Bacon wage determinations, federal labor standards, and other applicable laws and regulations. Additional responsibilities include proper maintenance of traffic, erosion and sedimentation control, utility coordination, site protection, restoration of any damaged property, and supplying as-built drawings. All required forms, certifications, and checklists must be submitted with the bid, including documentation of SAM.gov registration, E-Verify registration, and responses to conflict of interest, non-collusion, and debarment certifications.
