Bids must be submitted with a proposal guaranty of not less than ten percent of the total of the Base Bid and must include a Non-Collusion Affidavit, Qualification Questionnaire, and a Pennsylvania Certificate of Authority (if applicable). The project is subject to the Pennsylvania Prevailing Wage Act. The owner reserves the right to accept or reject any or all bids or parts thereof and to waive any informality in the bidding.
