Renovation of a mixed-use development in Dunkirk, New York. Completed plans call for the renovation of a multi-residential development; and 1,046-square-foot clubhouse / community center.
The Contractor shall furnish all labor, materials, equipment, and supervision to complete roof replacement work at the specified project sites and perform all work according to applicable New York State and local codes and regulations, including legal disposal of all removed materials and debris. For all sites except Steger Apartments, work includes removing existing asphalt roofing shingles, felt underlayment, ridge vents, and flashing as required; installing new ice and water shield membrane over the entire roof surface; installing new asphalt shingles and all required components (new ridge vents, aluminum drip edges, pipe boots, and associated flashings); retaining existing fascia, soffits, gutters, and downspouts, with reattachment as needed. For Steger Apartments Community Room, work includes removing existing ballast and membrane, removing wet insulation, installing new polyisocyanurate insulation to achieve minimum R-30, installing thick cover board, and installing a new 60-mil fully adhered EPDM roofing system with all associated flashings and terminations, per manufacturer recommendations, with a 20-year warranty. The contractor must comply with HUD procurement requirements, Davis Bacon wage rates, and NYS and local codes and ADA standards. Instructions to bidders: Quotes must include a lump sum price per site address, a breakdown of labor, materials, and equipment per site, proposed start and completion dates (work must be completed no later than April 2028), and proof of insurance. Award will be made to the lowest responsive and responsible contractor, considering price, past performance, ability to meet schedule, and quality of proposed materials. Contractors must sign HUD 5370 EZ (small construction contract) upon award, work cannot begin until Notice to Proceed is issued, and a permit from the City of Dunkirk is required.
