The scope of work includes providing all labor, materials (excluding Owner-supplied materials), equipment, incidentals, and services necessary and required for constructing Southern Expansion Phase 2 at the Smith County Class I Landfill. This includes but is not limited to: mobilization, site preparation, dewatering, surveying services, furnishing and installing temporary erosion and sedimentation control features, mass excavation, structural fill, constructed soil buffer, subgrade preparation, compacted soil liner construction, geosynthetics installation, drainage layer installation, protective cover installation, excavation and backfilling of anchor trenches, construction of leachate collection system, waste excavation and relocation, placement of cover soil on exposed waste, construction and operation of temporary sumps, decommissioning of temporary sumps, temporary haul roads, demobilization, and all related work and incidentals as described in the Technical Specifications and Contract Drawings. The work must be conducted in accordance with all specified documents and addenda. Proposers must submit two original, signed proposal packages and one electronic copy, each compiled according to the specified instructions, in a sealed envelope or package clearly labeled with the Proposal and Contract Documents title and the Proposer's name and address. The electronic copy must be on a portable storage drive with separate PDF file folders for each required Tab. All equipment, material, and labor must comply with the Proposal and Contract Documents. Proposers are required to use the provided proposal forms and must be properly licensed to perform the work in accordance with state and local laws. The Owner reserves the right to reject any or all proposals or portions thereof and to waive informalities to determine the most qualified proposal. Filing a proposal constitutes agreement to all terms and conditions in the Proposal and Contract Documents and proposals may not be withdrawn for 60 calendar days after the proposal date.
