The Town of Salem, NH is seeking proposals from qualified firms to provide consulting and engineering services to assist the Town in management of their Road Program in accordance with the specifications, terms, and conditions listed in RFP 2026-004. Proposals must include one original, one copy, and one electronic copy (in PDF format on a USB drive) with the cost proposal, and must be submitted in a sealed envelope, plainly marked as indicated for the Pavement Management project. Question Deadline 05/08/2026 Purchasing Agent: Gia Faccadio gfaccadio@salemnh.gov Scope of Services Although the following is a summary of the anticipated services, the description is intended as a guide in the development of a response to the Request for Proposal and is not intended to be all inclusive. It is understood that references throughout this document to items of work and services to be performed are the responsibility of the Consultant unless otherwise expressly stated as the responsibility of others. Data Collection: Surface conditions and distress information for asphalt roadways shall be collected and translated into PCI values, based on a 100-point scale, for all roadway segments. PCI ratings shall be based on ASTM D6433 defined pavement distresses. All data collected shall include and relate to the unique Asset ID for each street segment. Data collection using street scanning technology is preferred. Image collection is not desired by the Town. Ownership of all files, imagery and data shall be to the Town of Salem. Software Solution: A software solution shall be provided. The software solution shall integrate seamlessly with ArcGIS Online and VueWorks. The Town will provide an ArcGIS shapefile including street centerlines, segment asset ID's, pavement widths, number of lanes, last treatment date & type, last recorded PCI value, and Town aerial imagery. Using the existing roadway asset/centerline data the Consultant will create a pavement database. Each road segment will have a corresponding record in the pavement database and have a unique identifier. The Consultant will expand the roadway asset/centerline data as needed to reflect the current conditions or ambiguities discovered during data collection. Desired Software Capabilities: o Autonomous degrading of PCI values with time. o Retention of road treatment history. o Generation of pavement deterioration curves for each road segment. o Ability to graphically show all roads that would be candidates for a specific treatment in the current or future year. For example, it could show all the mill and overlay candidates based on their projected PCI values for the following year. o Ability to graphically layer different types of data. For example, it would show where all the mill and overlay candidates are for the following year, and where all the mill and overlay work has been completed in the past 10 years, and where all the rubber chip work was completed in the last 5 years, and where all the crack sealing was complete in the last 5 years. o Ability to integrate other Town ArcGIS data. This might include locations of future water main replacement projects, history of watermain breaks, etc. o Development of annual treatment recommendations. This would include recommending how much of the annual budget should be utilized for each treatment type based on a 3-year budget and a target PCI. o Ability to project system PCI values based on budget and treatment types. o Ability to adjust unit cost of treatments and easily estimate cost for each segment. o Estimate repair backlogs. o Estimate budgets based on program goals.
