Site work and new construction of a mixed-use development in Chicago, Illinois. Completed plans call for the construction of a educational facility; laboratory facility; for site work for a educational facility; and laboratory facility.

Proposals are solicited for design-build services for the construction of a Drug Discovery and Cancer Research Pavilion in Chicago, Cook County, Illinois. Minimum requirements must be met, and innovative, creative, or cost-saving proposals that meet or exceed these requirements are encouraged. Proposed deviations or betterments must be clearly identified and justified. The submittal must include all requested information, be concise yet complete, and adhere to specified formats and page limitations. Bidders must include a project management plan detailing organization, key personnel, quality control procedures, safety activities, and a detailed design and construction schedule. Comprehensive qualifications, past performance, financial capacity, and experience in similar projects must be demonstrated. At least three similar projects should be discussed, including scope, location, cost, and completion date. The management plan must identify key personnel (including project manager, architect, engineers, and superintendents), discuss subcontractor roles in required disciplines (General, Plumbing, Heating, Ventilation, Electrical), and present a quality control plan independent from the construction workforce. Proposals must also address compliance with minority and women participation goals, include a bid bond for 10% of the base bid, and clearly outline all technical, financial, and administrative capabilities relevant to the project scope. C. Site visits will be allowed for Phase I. D. There will be a mandatory pre-proposal meeting for firms selected to participate in Phase II. It will be held on Wednesday, July 1, 2026 at 10:00 a.m. Specific information regarding location will be provided to firms at a later date. E. Individual meetings between the shortlisted firms, the client agency and CDB will be held between July 15th and September 30th. The purpose of these meetings is to give the Design-Build Entities an opportunity to vet cost reduction and design ideas with the client agency and CDB to determine whether or not they should be pursued in the Phase II proposals. All information discussed in these meetings will be considered confidential and will not be shared with any other party not participating in the meeting. Specific information regarding the dates/times and location of the meeting(s) will be provided in the Phase II Invitation. F. Phase II submittals for firms that are short-listed are due Wednesday, November 4, 2026 by 2:00 p.m. G. Interviews for firms selected to participate in Phase II will be Wednesday, December 2, 2026. _ 930 calendar days to Substantial Completion Any questions or requests for clarifications, and information concerning this RFP should be submitted via the e-Builder Bidding Portal for this project and be received by 5:00 p.m. on Monday, May 18, 2026 (for Phase I submittals) and by 5:00 p.m. on Thursday, October 22, 2026 (for Phase II submittals). All responses to inquiries, questions or requests for clarifications will be published under the Design-Build section of CDB's volume of the Illinois Procurement Bulletin located on the CDB website
