The Bay County Board of County Commissioners seeks bids for the supply of Clean Fill Dirt as needed by the Bay County Roads and Bridges Division or the Bay County Solid Waste Division. Material must be delivered to specified locations as needed. Clean fill dirt is defined as dirt free from contaminants, dangerous refuse, rubble, muck, metal, glass, or wood. The unit prices shall include all charges necessary for completing the work including layout, insurance, taxes, field office, supervision, overhead, profit, permits, impact fees, bonds, and miscellaneous items. All prospective firms may visit the site and are responsible for familiarizing themselves with the conditions. Bids must be valid for ninety days after opening and may be withdrawn at any time before opening. The contract will be awarded to the lowest, responsive, responsible bidder who has proposed the lowest qualified unit price and is determined to be qualified by Bay County. The County reserves the right to reject any or all bids, select and award any portion of any or all submittal items, and waive minor informalities and irregularities. Bidders must be properly licensed and provide any required licenses effective as of the bid opening date. All goods and services furnished must meet or exceed the specifications provided and be warranted accordingly. Respondents must also certify compliance with state laws regarding scrutinized companies and are prohibited from considering social, political, or ideological interests in government contracting.
