Installation of approximately 2,000 linear feet of new 84 inch wastewater force main bypass piping. The project includes force main installation, concrete structures, valve installation, dewatering, utility relocation, and maintenance of traffic. The work is located in the Southbridge area of the City of Wilmington, just south of the Norfolk Southern railroad at the Townsend Street off-ramp of Heald Street. Bids shall be accompanied by a bidder's bond, certified or cashier's check in an amount equal to 10% of the bid price, payable to New Castle County and conditioned to be forfeited to said County for failure to enter into a contract, if awarded. The bid bond shall be an original document containing original signatures and original seals shall be attached if the corporate surety and/or bidder have corporate seals. Awards will be made to the lowest and best responsible bidder. The successful Bidder will be required to give bond of a surety company, acceptable to the County, and licensed to do business in the State of Delaware, in the amount of the contract price. New Castle County reserves the right to reject all bids and to waive minor irregularities. Contractors proposing to submit a bid must acquire the Bid Package and register with Johnson, Mirmiran & Thompson, Inc. by contacting Olivia Sylvester. Pre-qualification requirements: New Castle County will only accept bids from contractors qualified to bid on this project. Qualification forms are included in the project specification and are available separately by contacting Anthony Schiavi, P.E. or John Wolos. Qualification forms will be received until March 6, 2026 and will be evaluated on the basis of experience information contained within the completed application. Current New Castle County qualifications held by potential bidders will not be considered. Applicants will be notified of approval or denial in accordance with Item #6 of the General Rules and Regulations of Qualification. Contractors proposing to submit a bid for a Public Works contract expected to exceed $500,000.00 are required to complete and submit a signed original Contractor Responsibility Certification (CRC) form no later than the advertised deadline for bid submittals.
