The work consists of providing fence-to-fence environmental services in support of Patrick Space Force Base, Cape Canaveral Space Force Station, and Avon Park Air Force Range. The contractor shall furnish all labor, management, equipment, tools, and materials necessary to support a wide range of environmental programs, including environmental management system audit and inspection programs, air quality compliance, hazardous material and hazardous waste management, pollution prevention, petroleum, oil, and lubricants management, solid waste management, storage tank management, polychlorinated biphenyls, asbestos management plans, lead-based paint and other lead-containing materials, wastewater and stormwater permitting and studies, drinking water surveillance, environmental baseline surveys, and the Environmental Impact Analysis Process. Services may include, but are not limited to, characterization of waste streams; environmental monitoring, sampling, and analysis; operation and management of hazardous waste accumulation sites; long-term operations and maintenance; long-term monitoring; and development, review, and updating of environmental plans, reports, and permits. The requirement is anticipated to be fulfilled under a hybrid firm-fixed-price and time-and-materials contract structure utilizing the GSA Multiple Award Schedule 8(a) vehicle under Special Item Number 541620, Environmental Consulting Services.
