Provide maintenance, inspection, testing, and calibration services for the Electrical Power Distribution System and all associated components at the VA Boston Healthcare System - West Roxbury VA Medical Center. Services shall be performed by contractors certified by the International Electrical Testing Association (NETA) as a NETA Certified Technician or by personnel holding equivalent certifications and qualifications demonstrating competency to perform electrical maintenance and testing in accordance with the latest editions of the NETA Maintenance Testing Specifications (MTS) and NFPA 70B. Equivalent certification shall include documentation of personnel certification comparable to a NETA Level III Certified Technician or higher, such as NICET Electrical Power Testing Level III or IV or equivalent, demonstration that all testing services will be performed in accordance with NETA MTS testing procedures and documentation standards, evidence of an organizational quality assurance program comparable to that required of a NETA-accredited testing organization, and documentation of a minimum of five years of continuous experience performing electrical maintenance and testing of medium- and low-voltage power distribution systems in healthcare, industrial, educational, or commercial facilities. All testing personnel shall be supervised on site by a qualified senior technician meeting the specified supervisory certification requirements. The contract is anticipated to include a one-year base period with no options, with a period of performance from May 11, 2026 through May 10, 2027.
