Full-service maintenance and testing support is required for the Automatic Transfer Switch (ATS) systems serving the electrical distribution infrastructure at the Harry S. Truman Memorial Veterans Hospital. Services include scheduled preventive maintenance and unscheduled emergency maintenance, with all labor, travel, parts, preventive maintenance kits, inspections, testing, troubleshooting, reporting, and repair support included. The contractor shall provide manufacturer-certified technicians with OEM training and access to proprietary manufacturer information, software updates, and service bulletins necessary to maintain the equipment. The maintenance program covers fourteen ATS units consisting primarily of ASCO Series 7000 transfer switches, along with Zenith and Metron transfer switches, ranging from 100A to 1600A. Preventive maintenance shall be performed annually on each ATS in accordance with NFPA 110 requirements and manufacturer specifications. Work includes inspection of enclosures, wiring, connections, relays, contacts, switches, control panels, and lubrication systems; cleaning of components; tightening and verification of cable connections; adjustment of sensitivity settings and time delays; replacement of defective components as required; and operational testing to verify proper transfer-switch performance and readiness during utility power outages. For repair activities, the contractor shall provide cost estimates and supporting pricing information for government review and approval before work is performed. The contractor shall furnish all required replacement parts and provide detailed service documentation. Electronic service reports for each ATS shall be submitted within seven calendar days of completed work, including maintenance data, lockout/tagout records, repairs performed, deficiencies identified, and recommendations for future corrective actions. An annual report summarizing maintenance activities, equipment condition, completed repairs, and suggested improvements shall also be provided. Location: Harry S.
