This solicitation seeks to contract with a Continuous Improvement Expert (CIE) to develop and implement a school improvement plan and scope of work aligned with Utah Code and a needs assessment for The Jean Massieu School of the Deaf. The CIE provider must include a strategy to address the root causes of the school's low performance identified through the needs assessment, and a scope of work to facilitate implementation of the strategy that includes at least the activities described in state statute. Only USBE pre-approved CIE providers are eligible for consideration. JMS is seeking a CIE with knowledge of educational approaches and modalities for teaching Deaf and hard-of-hearing students; fluency in American Sign Language is desired and highly preferred. Applicants should provide a narrative demonstrating this experience, or if lacking direct experience, describe how they will accommodate these specialized needs, such as through interpretation services or subcontracting with qualified vendors. Vendors must comply with the prerequisites and questions sections, review and agree to the required terms and conditions and general provisions, and answer all questions required for submission. Communications regarding this solicitation are limited to the designated USBE procurement officer, and product samples may be requested at no charge. The contract value is limited to $100,000.00. Statements of qualifications and quotes will be evaluated for responsiveness according to objective criteria and minimum requirements stated in the solicitation.
